In the bowl of your stand mixer, add the softened butter and beat with the flat beater attachment.
Add the powdered sugar and beat again until creamy.
Add the vanilla, salt and flour and mix until well incorporated.
Take 8 mini Twix's, chop them up then add to the bowl. Beat again for just a few turns.
Turn out the cookie dough onto plastic wrap, then refrigerate for 30 minutes.
Heat oven to 350°F.
Take the cookie dough and turn out onto a floured surface. Lay the plastic wrap over the top of the dough and roll out to about ½" thick.
Using a 3" Cookie Cutter, cut out cookies and lay on a cookie sheet, 2" apart.
Bake in the preheated oven for 12 minutes then remove and allow the cookies to sit on the hot cookie sheet for another 10 minutes.
Transfer cookies to a wire rack and allow to cool another 10 minutes.
Add the caramel bits to a bowl with the half and half and microwave in 30 second bursts, stirring in between, until you get a good consistency of melted caramel.
Spoon onto the top of each cookie and spread out with the back of a spoon. (Don't spread to close to the edge as it may still run a little that way.)
Repeat the same steps with the chocolate chips (minus the cream).
As soon as you spoon the chocolate, lay an unwrapped mini twix on top in the center of the melted chocolate.
Place finished cookies in the refrigerator for 30 minutes to harden more.
